Your budget maybe low, very low and you cannot afford any well established design firms who charge the earth for an outstanding design, logo or website. Well you can get all of this to suit your budget. How?

Easy, just visit a forum where they have a design contests. You register with the forum for free. You then post a message with details of what you need and looking for. This could either be a logo to website. Then place your winning amount (your budget) with the deadline.

Most of the designers are students after money, but not all of them. You can get quality designs for your budget. You may find that you will have a difficult time deciding the winner at the end.

This also applies to programming in php, java, javascript, css, etc? These forums will have the expertise to help aid you with your problems.

One particular website which comes to mind is http://www.sitepoint.com. But there are many more forums out there with experts and designers ready to help out. Try doing a search in Google with 'website design contests' or some other phrase you may think of.
